This book is a part of the Bank's effort to analyze the nature and causes of poverty, to examine ways of alleviating the problem through action in five related fields, and to outline specific programs for bringing the benefits of development to the poorest of the poor by increasing their productivity. The book's main focus is established in the first paper, on rural development, since by far the largest numbers of the very poor in developing countries live in rural areas. This and companion papers, on agricultural credit and land reform, offer proposals to improve conditions among smallholders, tenant farmers and the landless. Two final papers, on education and health, question the direction in which educational systems and health policies have evolved in the past and suggest how they can be made more responsive to the needs of developing countries. These papers examine the educational and health problems of the urban as well as the rural poor, since nearly a fifth of the developing world's poorest live in the squalor of city slums.
